STEP 1

First thing to do is start by making a new document in which you can make your clouds.Using the Gradient Tool, draw a nice, blue gradient on the background layer. Colors used here #3078ca and #00b7d8.

STEP 2

Firstly create a new layer name cloud, now take your Elliptical Marquee Tool, using similar settings to the ones below.

Now make a bunch of random circles.

fill the selection with white color.

Step 3

duplicate a cloud layer hold ctrl+j. choose the original layer and fill with color #e9e9e9.

STEP 4

adjust the position with transform tool ctrl+t on cloud copy layer like this one below.

STEP 5

give layer style stroke on original cloud layer. layer>layer style

STEP 6

duplicate cloud layer to make much cloud.
